Every time I press upgrade, I'm taken to a page to pay and it's locked at paying on a yearly cycle..
I simply cannot afford that, I need to pay monthly instead.
How can I change it to monthly?

Currently LastPass is only able to be billed annually in USD, month-to-month payments are not supported. why can't you bill monthly you would have a lot more customers?

Given that LastPass Premium is $36.00 USD a year, processing individual payments of $3.00 USD a month does not make sense. The cost of processing each of those charges monthly would not be cost effective. It would be better to continue using LastPass Free until you can make the $36.00 USD payment.
I would also like to pay monthly. Please add this option!
We have to pay 1600 a year, for 20 employees, so it would make sense as well on a monthly base.
Google does as well bill monthly the 2 Euro for Google Storage, but yes of course they are Google.
