How to setup a shared folder for a department and then remove myself from administration so they can manage the vault without IT having access to the vault.

In this case, the best option is that you create the shared folder add people to it and make other or others admins for the folder. Then request to one of those admins to remove you from the shared folder in that way they will keep the folder and you will be out of it.
