Do personal premium accounts get HARD Lockouts too?

I've tried going through the "Lastpass Account Recovery" option, but keep getting the
"You tried sendingtoomanySMSmessages. Please try again in a little while."
It's been more than 1 hour and I still don't get the OTP for some reason.
It's been more than several hours since I tried this approach.
Although I did try to login with my "last remembered" master password and its possible iteration. I may have had a typo somewhere in the string.
Earlier in the day, I did get to the point where I can input the verification code.
The Authenticator on my phone pops up and I "Accept," but the error tells me that I'm typing the wrong input or
something.
I've cleared my browser cache on multiple occasions... the only thing I haven't tried is uninstall - reinstall.
Is this an alternative approach?
It wasn't this hard to recover my Master Password before.
