Based on your description I believe that you're referring to filling address forms and that if there's a "State" field this is not being field, correct? If that's the case I'd suggest to create a new item with all the fields that you require again and test on different sites that you have that require a state field to verify if it's a specific site or all sites that won't autofill the state field.
