Remember that the recovery process needs an encrypted recovery token, if there was a recent clear of cache and cookies, computer software update, or reset of the browser, uninstall and reinstall the browser or the LastPass extension; all those steps can delete or remove the encrypted tokens. Also, if there has not been any recent login to the account using the master password to log in the system does not have any recovery tokens.
Try following the process and if it gives you a link expired message is because there are no recovery tokens. You can try with another browser where you have the extension to see if it works.
Also, if you had used in the past the LastPass application and set up biometrics to log in to the app (face ID or fingerprint ID) and you still have the same mobile device where you set it up you can try the recovery process with biometrics.
