I cannot purchase my premium plan with my account

After I click "go premium" in browser, my page show that I "cannot purchase this product with your account". I find the learn more link that suggest me to cancel my subscription in Google Play. Even though I never useGoogle Pay, I directed my payment into it. But, I can't proceed my payment because I need to recheck my account's country, which already correct

I am having the same exact issue - credit info is correct, but won't let me renew...and NO phone # to call support. This is annoying
