About your issue, your IP address doesn’t come from a state or city. It comes from a router. That router hands out IP addresses, one going to your device, from a range of IP addresses that it has been programmed to hand out. The addresses it hands out typically come from IP addresses being used in the area where the router is located. There is no requirement that IP addresses must be used in only a specific geographic area, so they can be, and at times are, moved around by the ISP. No notification needs to be given to anyone when IP addresses are moved. But it can be irritating to us as users when IP addresses are moved because their search responses will be tied to the old location for some time, so they are typically moved only rarely and by necessity.
