We are sorry for the inconvenience. Does this issue happen when using the LastPass extension? If so, let's try to use a different browser or incognito/private window and access the web (lastpass.com), are you able to access the notes?
If you can, please, proceed to perform the following steps in the regular window:
If the issue persists, update theLastPass browser extension(view downloads here), then log in to LastPass and try to perform the action again.
