I created a test shared folder, and Prohibit sharing is turned on. If I want to grant the head of the Test Dept(Test User2) the ability to create sites/passwords for the users in that dept, do I just click the 'administrator' box? see pasted pic

Yes, to allow someone to add or modify items on a Shared Folders add them as administrators by clicking on the checkbox on that column.
