I apologize for the inconvenience this is causing you.I was checking your account and I notice there is a policy en able that prohibits sharing which is affecting you. I will recommend you to disable the policy or disable it for you. There is other policy that you can enable that will prohibit sharing for individual items but allow shared folder. The policy is called: "Prohibit sharing except shared folders".

Premium users are not able o create or manager shared folders. Apparently, family or business can create and manage as well as add this capability to a Prem licensed. or
Premium users can’t create or manage shared folders, but family or business accounts can enable this feature for them.
Only family or business accounts have full control over shared folders, while Premium users rely on them for access.
Premium users don’t have the ability to create or manage shared folders on their own. This feature is available to family or business accounts, which can also enable it for Premium users.
