Thank you for the response, however, when I click on the link for the "new" Admin Console, I get a Purchasing Support website that states "Ready to make an additional purchase?" and a button for contacting sales.
We have a Teams account and the only Admin Console we have ever had access to is using the LastPass browser extension.

The permissions for resetting a user's password as a super admin may vary slightly if some of the users were set up within the previous administrative console, as outlined here.
Please check how / where the users were originally set up, then test again.
