It seems like when I sign into the LastPass extension on one computer, I'm automatically signed out on my other computer. I'm using LastPass Free. Is this by design?

I am sorry about the issues you are having with your account. Free accounts can log into multiple devices as long as they are the same device type (Computer or mobile device). If you are being logged off when using another device, you may need to disable the following:
Log into your account and open your vault
Click on Account Settings
Click on Show advanced settings
Scroll down until you find the Security settings and disable "Log out of other devices upon login from a different device"
Click on Update, enter your Master Password when prompted

I have an android phone an a Win11 desktop. they work fine. I just bought a win11 laptop and it will not accept my master password.

In your case, I am seeing some failed logins due to incorrect password, and other due to MFA complications.
While I cannot help with entering the correct password, I might suggest trying an alternate MFA solution if the one you're using currently becomes problematic.
