I have seen that message comes when the user is not properly provision or the user is not part of the company and has a personal free account. However, most of the time is because is not provision, since we can not share personal information here in the public community! I recommend you to create a case or give us a call so we can review exactly what is going on by you providing to us the email for the affected user.
