Unfortunately, admins are not able to see the vault of their users. If you previously enabled the policy "Permit super admins to reset master passwords", you can try to reset their Master Password to log in into it. If not, you will need to try the recovery options.
If none of these options work, you will not be able to access into the passwords in their vault.

If the policy was not previously enabled, unfortunately it will not help on this case. This policy is not retroactive and starts working after your team logs out and log in. You can see more details on this article.
Thanks for the help! I did not have the "permit super admins" policy enabled, I'm going to try and recover the account.
@Henry Eduardo OrtizI've turned on the "permit super admins policy" - Will this only apply to new users I add in the future? I can't see where I can change master passwords for my current users. The option is not available in the user setting.
