My URL encryption update keeps freezing and locked on 0%. I thought maybe because my account was a free plan, but I upgraded and the problem is still there. I will cancelthis stupid service and request my money if they don't fix this soon.

I apologize for the difficulty there.
LastPass utilizes a zero-knowledge policy for customers to ensure the entire vault is encrypted, even to our eyes. URL encryption is a requirement for all LastPass users as one of the many security improvements we've made this past year.
Since the problem began, have you been able to test an alternate web browser, clear your local cache or tried to bypass the URL encryption request 3+ times to temporarily delay it?
