thank you! That fixed it but I just don't understand why I wasn't getting any kind of notifications for 6 hours and why a billing ticket or community post is the absolute only way to resolve something this serious.

Your problem may not have an easy answer.
In some cases where multifactor authentication fails, there may be a delivery issue with the provider, your telecom, or the device itself. I would first suggest rebooting the affected device, and then trying a different network connection if that fails.
SMS 2FA can also be tricky in certain geo locations, or where reception is unreliable. For this reason, I suggest using a MFA app instead of relying on SMS or email delivery.
