I apologize if you missed it but Fiji is located in the country restriction list. You might it missed it but you can find it in the letter "F" during the search. I take an screenshot on where I find it:

Regarding the access with Starlink there should not be any problem as long as you have the permission set up properly for country restriction and you are able to locate where the IP is located when using startlink you will be able to access.
