I have the VPN off, it caused more problems than it solved. They are all devices I regularly use.

The device verification process is not related directly to the device meaning (MAC address) is related to the IP address so if your IP is constantly changing for that reason, it gives you the message to validate the new device or location since is an IP address never use to access LastPass. If you to stop the verification email, there is a way to turn it off but as a recommendation to keep your account secure, I will suggest you set up multifactor authenticator (MFA) any of your choice.
